Bermuda

No income tax, capital gains tax or tax on investment income, and a clear investor route: put BMD 2.5m (~USD 2.5m) into Bermuda and receive residence with the right to live and work there. The catch is that Bermuda taxes work instead of income: payroll tax of up to 12.5% on the employee side plus up to 10% for the employer, dividends from a local private company above USD 20,000 a year count as pay, and property, imports and living costs are among the highest anywhere.
